After 1996 merger of Harrisburg based HighMark Blue Shield (combined of Pennsylvania Blue Shield & Blue Cross and Blue Shield Association) & HighMark Blue Cross Blue Shield (a Blue Cross plan of western Pennsylvania) it had become largest in the West Virginia and thus has got its current name.
It's among the biggest not-for-profit health-insurers in the US . But, it also owns many beneficial subsidiaries which are for-profit in nature.
It mainly operates in Pennsylvania (Western Part), Ohio (Eastern Part), and West Virginia. It has also bought 40% stake in North-eastern Pennsylvania 's biggest insurer.

On 28 th March, 2007, HighMark revealed its plans of merger with the Philadelphia 's Independence Blue Cross. The new company would have its headquarters in both Philadelphia as well as Pittsburgh . Their combined employee strength would be approximately 18,000 after the formation of the new Company. The deal is currently under the regulator's observation according to which Kenneth R. Melani, currently CEO of HighMark would continue to be the CEO of the new company. Also, Joseph A. Frick, would be COO & President of the new company who is currently serving as President and CEO of the Independence Blue Cross.
